The Civil Service Commission recommends to the City Council, after a public hearing, the adoption, amendment or repeal of Civil Service Rules and Regulations not in conflict with the Government Code; hears appeals of any person in the classified service relative to any suspension, demotion or dismissal; and makes any investigation concerning the administration of personnel in the municipal service and reports its findings to the City Council and the City Manager.

No person shall be appointed to the board who holds any salaried office, employments, or appointive position with National City.  It is a prerequisite for appointment that the applicant be a resident of National City and a registered voter.

This is one of the BCCs that has its own Rules and Bylaws by which it is governed.  If not covered in the Bylaws the commission also may fall under the umbrella of City Council Policy #107 Appointments to Boards, Commissions and Committees.

Board Information

Yes Residency Required.

As a member of a Board/Commission/Committee for the City of National City members are required to complete an online filing of economic interest. This filing is required by the Fair Political Practices Commission (FPPC) and is required annually. The filing reports activities for the prior 12 months, and this includes prior to appointment. The City Clerk's Office will set up the account and be the point of contact.

Public Meetings are held on the second Wednesday of every other month at 5:30 p.m. in the Large Conference Room located in City Hall at 1243 National City Blvd., unless otherwise designated.
Each Boards/Commission/Committee member is required to complete an online training for AB 1234 Ethics Training every two (2) years. This is accomplished through a training portal provided by the Human Resources and City Clerk's Office staff.
